A landlord has been fined £12,600 plus costs because the poor condition of two of his flats and a shop threatened the health and safety of the tenants.
Shemim Yaqub, owner of the properties at East Street, Bedminster, Bristol, pleaded guilty at Bristol Magistrates Court to 11 offences under the Housing Act 2004 and the Licensing and Management of Houses in Multiple Occupation Regulations 2007.
A tenant's complaint started a council investigation, then after a fire, during which the fire detection system did not function, fire separation between the shop and the flats above wasfound inadequate.
Other problems included a toilet leaking sewage, dangerous electrics and pigeons infesting the roof.
The council served formal notices on the 8 December 2006 under the Housing Act 2004. These required the landlord to correct problems found at the property for fire safety, electrical hazards and lack of heating by 15 July 2007.
The property was revisited by council officers on the 2 July 2007. Officers accessed most parts of the premises and found no evidence that the landlord had carried out works. |
